António Queiroz Martins and Carolina Braga Andrade write the article "Portugal's NHR 2.0: the gift that keeps on giving", in which they analyse Portugal's new tax regime for non-residents, which will come into force on 1 January 2024.
Officially known as the Tax Incentive for Scientific Research and Innovation, NHR 2.0 replaces the previous regime and focuses on attracting qualified talent with an impact on the national economy, through benefits such as a flat rate of 20 per cent on qualified income, valid for ten years.
In order to qualify for the scheme, specific activities are required, such as scientific research, university teaching or positions in start-ups and entities recognised by AICEP or the Agency for Competitiveness and Innovation. The verification process involves several organisations and requires careful planning.
The authors stress that NHR 2.0 represents a strategic opportunity for Portugal, but warn of the complexity of the process and the importance of ensuring clarity and efficiency in its application.
