António Sampaio Caramelo, author of the text which gave rise to the Voluntary Arbitration Law, says in statements to the newspaper "Jornal de Negócios" that "the new legal framework will need to receive good cooperation from the state courts" because without "significant improvement in the functioning of executive action with ongoing reform, it will not be possible to attract foreign investors to Portugal".

It should be noted that the new Voluntary Arbitration Law is entered into the memorandum of understanding signed with the Troika and has the clear purpose to facilitate foreign investment in Portugal.
