The IBA annual Conference 2023, which brings together over 6000 lawyers from across the globe this year, begins on 29 October. Claudia Santos Cruz will moderate the following panel on the first day “Africa: a fossil fuel victim, not a villain”.
In her session, the Morais Leitão partner and coordinator of the international Oil & Gas team and Officer of the IBA, will be joined by Pacer Guobadia (ENR Advisory, Nigeria), NJ Ayuk (Centurion Law Group, Equatorial Guinea), Barthelemy Faye (Cleary Gottlieb Steen & Hamilton LLP, France), Rui Guerreiro Passos (Exxon Mobil, Angola) and João Verne Oliveira (BP, England). The speakers will address complex questions about Africa's future in the context of the current global transition goals.
Over 640 million Africans have no access to energy, 418 million people have no clean drinking water and around 1 billion no cooking fuels. Africa accounts for 17% of the world’s population yet only 5.9% of the world’s energy supply. Africa produces only around 4% of the world’s GHG emissions. It is commonly accepted that access to energy is fundamental for health, education and to create jobs and economic opportunities. Within transition and carbon reduction objectives, Africa argues that one solution does not fit all and for the right to use its fossil fuels, gas in particular.
One of the main issues the panel will look at it what will be "The future of the region least responsible for carbon emissions and at the same time, the most vulnerable and least developed?".
