Nuno Igreja Matos signs the opinion piece ‘Telegraph Crimes’

In his opinion piece ‘Telegram Crimes’, Nuno Igreja Matos discusses the arrest of Pavel Durov, co-founder of Telegram, in Paris on suspicion of involvement in crimes such as child pornography, drug trafficking and money laundering. The arrest raises questions about the responsibility of digital platform managers in relation to crimes committed by their users, especially with regard to the concept of ‘digital accomplice’.

‘Did Durov have direct knowledge of the crimes of Telegram users? Did the app deliberately breach its duty to monitor this content? And could the concept of digital accomplice be relaxed to the point of legitimising the criminal liability of those who manage social networks for the actions of their users? We await new telegrams from Paris.’
