Partner Rui Ribeiro Lima and consultant Miguel Arnaud de Oliveira analyse the changes to the Legal Framework for Territorial Management Instruments (RJIGT) introduced by Decree-Law No. 117/2024 of 30 May in the article "Housing at the heart of the amendment to the RJIGT".

Among the main changes is the possibility of reclassifying rural land as urban for housing and complementary uses, a measure that has sparked debate because it affects protected areas. The law also requires that 70/1000 of the total above-ground area be used for public housing or medium-value housing, an innovative concept aimed at controlling market prices.

The simplified procedure for rezoning land for industrial activities has also been maintained, strengthening the country's competitiveness. In addition, the new law clarifies the impact of municipal land-use planning rules, thus ensuring greater legal certainty.
With parliamentary scrutiny still ongoing, the regime could be subject to further changes in the coming months.
