Rui de Oliveira Neves analyses the ethical challenges of the Musk and Ramaswamy appointments

In an article in Jornal de Negócios, Rui de Oliveira Neves, partner at Morais Leitão, comments on the appointment of Elon Musk and Vivek Ramaswamy to head the new Department of Government Efficiency (DOGE) in the United States. The lawyer stressed that the nature of the functions performed will be crucial in assessing potential ethical and legal conflicts.

Rui de Oliveira Neves stressed that even in purely advisory roles, "the participation of a businessman or company director in a public body [...] can be expected to be subject to a regime of conflict of interest management, transparency and ethical conduct". This framework is particularly relevant given the strong financial and operational links that both Musk and Ramaswamy have with companies that benefit from public contracts or subsidies.
