He started his career in 1991 as a public law lawyer, with a special focus on
urban planning law, public law litigation, expropriations, public works and construction. Over the years, he has advised on several relevant infrastructure projects, including highways and roads, railways, pipelines, bridges, dams, logistics parks,
public sanitation, ports and public-private partnerships in the health area, in terms of monitoring the contracting procedure, contractual management, litigation and financial rebalancing. He has also worked as an external consultant on major infrastructure projects in Africa.
He has extensive experience in the management of FIDIC contracts.
Paulo regularly acts as arbitrator in arbitrations related to construction contracts.
