Pedro de Gouveia e Melo joined the firm in 2002. He is a member of the European Law and Competition team.
Pedro’s practice focuses on representing and advising clients on all fields of competition law (merger control, State aid, antitrust investigations and counselling), in a wide range of industries, such as energy, financial services and food & beverages, as well as advising on EU law.
He has significant experience in cases before both the Portuguese Competition Authority and the European Commission, as well as in litigation before the European Court of Justice, the EU General Court and the Portuguese courts. He has also worked in cases before the U.S. Antitrust Agencies and the European Court of Human Rights.
In recent years he has been very active advising clients on competition law in Angola and Mozambique through our network Morais Leitão Legal Circle, namely advising regularly in cases before the national competition authorities.
He also heads the team advising on Foreign Investment Control.
Pedro was the President of the U.A.E. – European Lawyers’ Union between 2020 and 2022 and is currently the Secretary-General of the Portuguese Association of European Law. He was seconded to Latham & Watkins LLP in Washington, DC in 2007. He speaks and writes regularly on EU and competition law.
