Philipp Melcher

Philipp Melcher joined Morais Leitão in 2015 and became a partner in 2022. He is a member of the firm’s European law and competition team and co-coordinates the telecommunications team and the German Desk.
 
Philipp advises domestic and foreign clients in all areas of Portuguese and EU competition law (antitrust, merger control, state aid) as well as in foreign subsidy and foreign direct investment control and represents them in public and private enforcement proceedings before Portuguese and EU authorities and courts. A particular focus of Philipp’s practice relates to advising and representing companies with activities in the telecommunication sector.
 
He is recognised for Portugal as a leading competition and state aid law expert by Who’s Who Legal – Competition and State Aid, and member of the Portuguese and German Competition Law Associations. He regularly publishes and frequently speaks at conferences and seminars on competition law related topics.
 
From 2008 to 2014, Philipp was Associated Partner in the competition law practice group of the German law firm Gleiss Lutz and based at the firm's Brussels and Frankfurt offices.
 
Education

Law Degree (Humboldt University Berlin, 2004). School of Polish Law (Warsaw University, 2005). Assessor Degree (Higher Regional Court Berlin, 2007). LL.M. in EU Competition Law (King’s College London, 2008).
